Workflow
- Get WagonPosition: get Wagon Position message
- Get WagonPosition
- Get ResponsibleRU address
- Get ResponsibleRU
- Lookup configured address
- Send WagonPosition to RU
- Add plausibility rank to WagonPosition
- Send out WagonPosition to the indicated URL
